I think it only makes sense to develp mobile applications with mass appeal.That said with the sort of legislation we have in africa, the issues surrounding data access, information security etc are not quite looked at.That doesn’t mean however that as a develper you can ignore them.

The definition of a secure mobile application depends on your viewpoint. Usually the term refers to an application that encrypts or otherwise protects the data it handles from misuse, intentional or not. Developers, though, must consider two other areas of security. One is ensuring that an application has the necessary permissions to function properly. The other is keeping the application source code safe from prying eyes. Both aspects are particularly important for applications based on the Java 2 Platform, Micro Edition (J2ME) and written to the Mobile Information Device Profile (MIDP) standard.
